La plupart des secteurs industriels repr\u00e9sent\u00e9s par la FEDIL sont touch\u00e9s. Les activit\u00e9s de production des fournisseurs <\/span><span data-contrast=\"auto\">locaux <\/span><span data-contrast=\"auto\">de pi\u00e8ces automobiles <\/span><span data-contrast=\"auto\">ont \u00e9t\u00e9 arr\u00eat\u00e9es ou fonctionnent avec des capacit\u00e9s tr\u00e8s r\u00e9duites <\/span><span data-contrast=\"auto\">depuis<\/span><span data-contrast=\"auto\"> que l<\/span><span data-contrast=\"auto\">a plupart des<\/span><span data-contrast=\"auto\"> constructeurs automobiles du monde entier <\/span><span data-contrast=\"auto\">ont arr\u00eat\u00e9 <\/span><span data-contrast=\"auto\">leurs activit\u00e9s.&nbsp;<\/span><span data-contrast=\"auto\">Les producteurs de verre et de ciment, qui g\u00e9n\u00e9ralement vendent leur production sur le march\u00e9 local et r\u00e9gional ont cess\u00e9 leur activit\u00e9 depuis que le secteur de la construction au Luxembourg a \u00e9t\u00e9 mis \u00e0 l\u2019arr\u00eat et que la demande r\u00e9gionale transfrontali\u00e8re a rapidement baiss\u00e9<\/span><span data-contrast=\"auto\">. <\/span><span data-contrast=\"auto\">D\u2019autres activit\u00e9s, telles que la production d\u2019acier et d\u2019aluminium ou <\/span><span data-contrast=\"auto\">encore <\/span><span data-contrast=\"auto\">la distribution de carburants, fonctionnent \u00e0 un rythme sensiblement r\u00e9duit. Les secteurs qui connaissent actuellement une forte demande, tels que la production de denr\u00e9es alimentaires et <\/span><span data-contrast=\"auto\">les<\/span><span data-contrast=\"auto\"> mat\u00e9riaux d\u2019emballage, ainsi que les secteurs de la logistique ou des TIC, ont du mal \u00e0 poursuivre leurs activit\u00e9s car jusqu\u2019\u00e0 30 % de leurs employ\u00e9s sont soit en cong\u00e9 de maladie, soit en cong\u00e9 pour raisons familiales.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:240,&quot;335559740&quot;:240}\">&nbsp;<\/span><\/p>\n<p><span data-contrast=\"auto\">Le gouvernement luxembourgeois r\u00e9agit bien pour contenir <\/span><span data-contrast=\"auto\">la<\/span><span data-contrast=\"auto\"> crise sanitaire, et les mesures qu\u2019il met en place pour aider l\u2019\u00e9conomie \u00e0 surmonter ce choc extraordinaire <\/span><span data-contrast=\"auto\">vont pouvoir <\/span><span data-contrast=\"auto\">aide<\/span><span data-contrast=\"auto\">r<\/span><span data-contrast=\"auto\"> les entreprises \u00e0 court terme. En effet, \u00ab&nbsp;court terme&nbsp;\u00bb est<\/span><span data-contrast=\"auto\">&nbsp;<\/span><span data-contrast=\"auto\">le mot <\/span><span data-contrast=\"auto\">d\u2019ordre<\/span> <span data-contrast=\"auto\">alors que <\/span><span data-contrast=\"auto\">les entreprises <\/span><span data-contrast=\"auto\">sont en train<\/span> <span data-contrast=\"auto\">d\u2019<\/span><span data-contrast=\"auto\">\u00e9value<\/span><span data-contrast=\"auto\">r<\/span><span data-contrast=\"auto\"> leurs options <\/span><span data-contrast=\"auto\">au jour le jour<\/span><span data-contrast=\"auto\">. Elles doivent constamment adapter leurs d\u00e9cisions, en fonction de la fluctuation de la demande <\/span><span data-contrast=\"auto\">sur les <\/span><span data-contrast=\"auto\">march\u00e9<\/span><span data-contrast=\"auto\">s<\/span><span data-contrast=\"auto\">, <\/span><span data-contrast=\"auto\">en fonction <\/span><span data-contrast=\"auto\">de la disponibilit\u00e9 de leur main-d\u2019\u0153uvre et <\/span><span data-contrast=\"auto\">en fonction <\/span><span data-contrast=\"auto\">de <\/span><span data-contrast=\"auto\">leur<\/span><span data-contrast=\"auto\"> tr\u00e9sorerie. Il faut esp\u00e9rer que l<\/span><span data-contrast=\"auto\">a<\/span><span data-contrast=\"auto\"> crise ser<\/span><span data-contrast=\"auto\">a<\/span><span data-contrast=\"auto\"> elle<\/span> <span data-contrast=\"auto\">aussi de courte dur\u00e9e<\/span><span data-contrast=\"auto\">. Or,<\/span><span data-contrast=\"auto\"> les entreprises qui r\u00e9ussi<\/span><span data-contrast=\"auto\">ron<\/span><span data-contrast=\"auto\">t \u00e0 l<\/span><span data-contrast=\"auto\">a<\/span><span data-contrast=\"auto\"> surmonter risque<\/span><span data-contrast=\"auto\">ro<\/span><span data-contrast=\"auto\">nt <\/span><span data-contrast=\"auto\">d\u2019\u00eatre<\/span><span data-contrast=\"auto\"> affaibli<\/span><span data-contrast=\"auto\">e<\/span><span data-contrast=\"auto\">s<\/span><span data-contrast=\"auto\"> financi\u00e8rement <\/span><span data-contrast=\"auto\">pour<\/span> <span data-contrast=\"auto\">l<\/span><span data-contrast=\"auto\">es ann\u00e9es<\/span> <span data-contrast=\"auto\">\u00e0<\/span> <span data-contrast=\"auto\">venir<\/span><span data-contrast=\"auto\">. C\u2019est un test <\/span><span data-contrast=\"auto\">qui d\u00e9terminera \u00e0 quel point<\/span><span data-contrast=\"auto\"> le gouvernement <\/span><span data-contrast=\"auto\">est engag\u00e9<\/span> <span data-contrast=\"auto\">vis-\u00e0-vis de <\/span><span data-contrast=\"auto\">ses objectifs climatiques \u00e0 long terme pour 2030 et 2050. En 2019, le gouvernement a<\/span><span data-contrast=\"auto\">vait<\/span><span data-contrast=\"auto\"> commenc\u00e9 <\/span><span data-contrast=\"auto\">\u00e0<\/span><span data-contrast=\"auto\"> fixer des objectifs climatiques <\/span><span data-contrast=\"auto\">qui <\/span><span data-contrast=\"auto\">figuraien<\/span><span data-contrast=\"auto\">t parmi les <\/span><span data-contrast=\"auto\">plus ambitieux d\u2019Europe. Puis, au d\u00e9but de <\/span><span data-contrast=\"auto\">l\u2019ann\u00e9e <\/span><span data-contrast=\"auto\">2020, son plan national <\/span><span data-contrast=\"auto\">int\u00e9gr\u00e9 en mati\u00e8re <\/span><span data-contrast=\"auto\">d<\/span><span data-contrast=\"auto\">\u2018\u00e9nergie<\/span> <span data-contrast=\"auto\">et de climat<\/span><span data-contrast=\"auto\"> a choisi <\/span><span data-contrast=\"auto\">l<\/span><span data-contrast=\"auto\">es options les plus co\u00fbteuses pour les atteindre. Ces options comprennent une d\u00e9localisation substantielle des revenus fiscaux provenant des carburants routiers, l\u2019abandon de la possibilit\u00e9 d\u2019acheter des droits d\u2019\u00e9mission \u00e0 d\u2019autres pays de l\u2019UE ou le rejet des technologies<\/span><span data-contrast=\"auto\"> de capture et de stockage de carbone (CSC)<\/span><span data-contrast=\"auto\"> comme \u00e9tant non durables.&nbsp;<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:240,&quot;335559740&quot;:240}\">&nbsp;<\/span><\/p>\n<p><span data-contrast=\"auto\">Aujourd\u2019hui, <\/span><span data-contrast=\"auto\">la crise sanitaire<\/span> <span data-contrast=\"auto\">a<\/span><span data-contrast=\"auto\"> modifi\u00e9 bon nombre d\u2019hypoth\u00e8ses et de variables qui semblaient si \u00e9videntes il y a quelques semaines \u00e0 peine. COVID-19 est en train de modifier l\u2019hypoth\u00e8se qui aurait pu tol\u00e9rer <\/span><span data-contrast=\"auto\">la poursuite<\/span><span data-contrast=\"auto\"> des mesures climatiques aussi co\u00fbteuses.<\/span> <span data-contrast=\"auto\">Actuellement, le gouvernement est confront\u00e9 \u00e0 d\u2019importantes d\u00e9penses \u00e0 court terme pour financer son paquet de stabili<\/span><span data-contrast=\"auto\">sation de l\u2019<\/span><span data-contrast=\"auto\">\u00e9conomique, en essayant de maintenir les entreprises en vie et d\u2019\u00e9viter des cons\u00e9quences sociales non d\u00e9sir\u00e9es. <\/span><span data-contrast=\"auto\">U<\/span><span data-contrast=\"auto\">ne fois <\/span><span data-contrast=\"auto\">la<\/span><span data-contrast=\"auto\"> crise <\/span><span data-contrast=\"auto\">surmont\u00e9e<\/span><span data-contrast=\"auto\">, les entreprises<\/span><span data-contrast=\"auto\"> quant \u00e0 elles,<\/span><span data-contrast=\"auto\"> auront un pouvoir d\u2019investissement consid\u00e9rablement r\u00e9duit et <\/span><span data-contrast=\"auto\">elles <\/span><span data-contrast=\"auto\">ne <\/span><span data-contrast=\"auto\">pourront <\/span><span data-contrast=\"auto\">contribue<\/span><span data-contrast=\"auto\">r<\/span> <span data-contrast=\"auto\">qu<\/span><span data-contrast=\"auto\">\u2019<\/span><span data-contrast=\"auto\">\u00e0<\/span><span data-contrast=\"auto\"> un<\/span><span data-contrast=\"auto\"> rythme<\/span> <span data-contrast=\"auto\">diminu\u00e9<\/span><span data-contrast=\"auto\"> au r\u00e9tablissement des finances publiques.&nbsp;<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:240,&quot;335559740&quot;:240}\">&nbsp;<\/span><\/p>\n<p><span data-contrast=\"auto\">La FEDIL voit donc la n\u00e9cessit\u00e9 d\u2019\u00e9valuer comment les capacit\u00e9s d\u2019investissement <\/span><span data-contrast=\"auto\">fortement affaiblies, voire compl\u00e8tement \u00e9radiqu\u00e9es <\/span><span data-contrast=\"auto\">du secteur priv\u00e9 et du secteur public<\/span> <span data-contrast=\"auto\">apr\u00e8s la crise,<\/span><span data-contrast=\"auto\"> affectent les ambitions climatiques du Luxembourg. Les obligations climatiques et environnementales doivent donc \u00eatre revues afin de contribuer \u00e9galement \u00e0 <\/span><span data-contrast=\"auto\">la pr\u00e9servation<\/span><span data-contrast=\"auto\">,<\/span> <span data-contrast=\"auto\">\u00e0 court terme,<\/span> <span data-contrast=\"auto\">de <\/span><span data-contrast=\"auto\">la liquidit\u00e9 des entreprises. En outre, la FEDIL <\/span><span data-contrast=\"auto\">encourage<\/span> <span data-contrast=\"auto\">fortement <\/span><span data-contrast=\"auto\">le gouvernement \u00e0 \u00e9valuer <\/span><span data-contrast=\"auto\">d<\/span><span data-contrast=\"auto\">es mesures correctives qui peuvent concilier les actions n\u00e9cessaires en mati\u00e8re de climat avec la nouvelle situation \u00e9conomique.
