Waste Shipment Regulation – Introduction of a transition period for new reporting obligations as of 21 May 2026 – DIWASS

We believe you may be subject to the new digital reporting requirements for waste producers and collectors introduced by the (EU) 2024/1157 Waste Shipment Regulation (“WSR”) as of 21 May 2026. This obligation does not only target companies in the waste sector, but potentially any industrial company that is professionally involved in a cross-border transfer of waste. About DIWASS

As from 21 May 2026, the transmission and exchange of information and documents for cross-border waste shipments must be carried out exclusively through the digital system DIWAS (Digital Waste Shipment System). This obligation applies to waste collectors as well as to waste producers.

Transitional provisions

Since certain essential functionalities of DIWASS remain limited, and the pre-registration and onboarding processes for companies – both waste collectors and waste producers – have not yet been completed, the Luxembourg government is following the recommendation of the WSR Expert Group and will apply a transition period from 21 May 2026 until 31 December 2026 during which reporting requirements for Annex VII documents can continue to be handled in the same way as before.

What to do next

  1. Register to DIWASS
    If you haven’t started the pre-registration process yet, we recommend initiating your onboarding process. In order to operate in DIWASS, each operator must register with an EU Login account. Access to DIWASS is provided through the following link : DIWASS Login Portal

    Registration is validated by the competent authority (i.e. AEV) based on the operator’s place of establishment (registered office or site).

  2. Interconnection with existing waste management software (if applicable)
    Companies using their own waste management software may access DIWASS through the interfaces (APIs) provided for this purpose. This interconnection allows the direct submission of notifications and the management of documents without having to use the standard web interface.
